少女羅疏（胡冰卿飾）家道中落落入賤籍，因洞悉人心、善解人意，得花名「錦囊」。爲改變命運，她毛遂自薦助力新任縣令韓慕之（賀鵬飾）破解一起大案，自此暫留縣衙化身捕快協助查案，過程中結識了想遊歷江湖的少年公子齊夢麟（翟子路飾）。羅疏善破奇情詭案，慘絕人寰的「無頭女屍案」、獵奇弔詭的「汾河裸屍案」、人心叵測的「酒坊殺人案」等十大民間奇案接連上演，每看到案中的可憐女子，羅疏與齊夢麟都盡己所能幫她們討回公道。隨着樁樁懸案的破解，羅疏與齊夢麟的感情也逐漸升溫，殊不知一場更大陰謀正在悄然逼近。
